Norway has no general minimum wage, but nine sectors have legally binding generalized (allmenngjort) minimum rates that apply to every worker in that sector, regardless of nationality or contract. Construction, cleaning, hospitality, electricians, maritime construction, fish processing, agriculture/horticulture, freight transport and tour bus. Paying below the rate is illegal — Arbeidstilsynet enforces it.
The problem
Foreign employers assume Norway works like most European countries: one national minimum wage, easy to find, easy to comply with. Instead, Norway has no general minimum wage — but in nine sectors, minimum rates are set by law through a process called allmenngjoring (generalization of collective agreements). These rates apply to every worker in the sector, including foreign workers on temporary assignments. Paying below the rate is not a contract dispute — it is a legal violation enforced by Arbeidstilsynet with fines and potential criminal liability.
The nine sectors
Construction (byggeplasser). The largest and most inspected sector. Rates differ by skill level: skilled workers (fagarbeidere) earn significantly more than unskilled workers. Workers with one year of experience get a higher rate than new entrants.
Electricians (elektrofag). Separate from general construction. Skilled workers doing skilled electrical work have a higher rate than other workers in the sector.
Cleaning (renhold). One rate for workers over 18. The cleaning sector also requires an HMS card (separate from construction HMS cards) and employer approval from Arbeidstilsynet.
Hospitality (overnatting, servering, catering). Hotels, restaurants, and catering. Workers over 20 (or 18+ with four months of experience) have a higher rate than 18-year-olds.
Maritime construction (skips- og verftsindustri). Shipbuilding and ship repair. Three tiers: skilled, semi-skilled, and unskilled.
Fish processing (fiskeindustri). Two rates: skilled workers and production workers.
Agriculture and horticulture (jordbruk og gartneri). Three rates depending on employment duration: permanent unskilled, seasonal under 12 weeks, and seasonal 12 weeks to 6 months.
Freight transport (godstransport over 2.5 tonnes). One rate for drivers.
Passenger transport by tour bus (turbil). One rate for drivers.
Who the rates apply to
Every worker performing work in the sector in Norway, regardless of: nationality, employer location, contract type, or whether the employer is party to the collective agreement. The rates are the legal floor — contracts can pay more, never less.
Employer obligations
Pay at or above the sector rate. Include the rate basis in the employment contract. Calculate holiday pay on top of the minimum (not included in the rate). Report correctly via a-melding. Keep documentation proving compliance — Arbeidstilsynet can audit at any time, and the burden of proof is on the employer.

Enforcement
Arbeidstilsynet conducts inspections, particularly on construction sites. Violations result in orders to correct, fines, and in severe cases criminal prosecution. Main contractors in construction bear joint liability (solidaransvar) for subcontractors' wage obligations — meaning a Norwegian general contractor can be held liable if a Portuguese subcontractor underpays its workers.
